...where in ID theory or in RC theology does it require a belief that God (or the Designer) is always tinkering with Creation? How would "irreducibly complex" features arise? If God was not tinkering with His creation, then the features would arise naturally and would not be IC.

How would "irreducibly complex" features arise? Just of the top of my non-scientist head, how about time-release genetic code or pre-programmed environmental changes?
Again, I have not see ID advocates say one way or another on the tinkering aspect. Am I missing something or is that requirement just your interpertation of ID?
