Just my personal observation and about 30 yrs. past due, but I'm not surprised. In Aruba, you get what you pay for. Unless you want to fund a search like the H/T's have, direct it yourself, hire your own detectives to act as police officers in doing an investigation, you are not likely to get much from the police other than "friendly" advice like hang around C&C's and maybe your loved one will turn up.
This morning I was listening to Wall Street Journal's radio program and someone was giving places in the Caribbean where you could still find a room for the holidays. They went through a number of different islands, # of rooms still available at what hotel (no hotel had over 25, most a dozen to less than 10) and gave the price. Last but not least was Aruba with rooms for $ 238 per nite at the hotel where Jossy owns the casino (can't remember the name of the place - down toward Eagle Beach, not one of the high-rise hotels on Palm Beach) and they have 250+ rooms available - 10 times what any other hotel in the Caribbean has! Looks to me like that unofficial boycott might be taking a bite!
