This reminds me of the city where I used to live, where the city manager asked the local fire truck company (who was slated to get the new fire truck contract) to send him a list of specs on the very fire truck the company had available to sell to the city, so the city could prepare a fire truck purchase proposal that would be tailor-made to fit that company's fire truck. The city manager made the mistake of putting the request in writing in a memo which went into the city files.
After a hint from an unnamed source, I asked to see the city's fire dept equip file, found the comprimising city manager's memo to the fire truck company, and paid $30 in copy fees to get copies of the entire file (so the city would not know what I was zeroing in on), then turned it over to the county grand jury chairman, who issued a scathing report on our city's equipment purchasing procedure, and the grand jury forced the city to, at long last, pass a bid procedure ordinance, instead of the old friend-of-the-city-manager system.
