Until you insisted, I tried not to answer the question. Because it was dumb.

Dumb because it lumps the two issues together. Because it assumes some "expansion" to the Commerce Clause. Because it uses a vague descriptor like "proper use".

Maybe you're more comfortable with "poorly worded" question rather that "dumb" question. Fine. No problem. Change my comment then to "poorly worded".
