Your complaint is that the DEA have a site with a banner ad linking to another site belonging to someone else who have a quote containing language you've already interpreted two different ways?
Pretty thin straw. And it gets even thinner.
The quote on the banner ad actually says:
95% of those who try Meth "just one time" get hooked for life.
Beam. Mote.
"If an addict is someone who has used a drug in the previous month (a commonly used, if overly broad, definition), then only 5 percent of Americans who have sampled meth would be called addicts, according to the federal government's National Survey on Drug Use and Health.
