I don't think we would have civil war. I do think the public would be calling for GWB to be impeached and/or arrested if some terrorists walked over the border and committed a terrorist attack. A murder, rape, robbery, trespass, does not seem to do it for the public.
After 9/11 GWB should have made border control, immigration reform ,legal and illegal, much higher and stricter on his agenda.
His failure in this regard is obvious as it is being done to further his CFR loyalties.

It depends on the context of the attack. If it's a large-scale attack and it's painfully obvious that the attackers crossed the southern border, I can honestly see mobs of rage-filled people storming Washington. Impeachment and arrest both depend on the government; the very thing that just failed the people on a massive scale. To think that the people would trust the government to police its own under those circumstances is naive, in my opinion.
