Identify the impossible? That's a tall order when there are so many smokescreens out there. How much could this be about the Arawaks resentment of Dutch intrusion? Angry, but afraid to retaliate? Are they? Could they have done this, and the necktie?
The Arawaks are stuck between a rock and a hard place. They have to live there. Tourism is their biggest industry. On the other hand to bad guys are there all the time. They don't seem to be afraid of LE.
I don't if the neck-tie is related or not. Could be. Maybe a sign to LE not to get week knees. Or to the public to keep their own counsel.

implicating that Hotel's ownership and others
connected with it as having connections to this crime (or to organized crime in general).
