They should definitely be charged with kidnapping, according to Aruban law. There is some question as to why they have not been. And it seems the old police chief just didn't want to do that to his best friend's son.
Aruban law for kidnapping: If 2 people leave some place together, and one of them goes missing, the other is responsible for the disappearance.
