Yes I can. One is distributed by a bureaucrat where the taxpayer and citizen has no say in who gets them and the government can use them to socially engineer the college enrollments.
The other is debated in Congress by an elected representative where the taxpayer and citizen has a right to petition for or against it which the government can use to create a secure food supply and stabilize prices.
Is that clear enough for you?
