Once the blitz started, by a mistake actually, YES! England and the USA's goal was to kill the will of the Germans to fight, which would've gone to nuclear weapons if they hadn't surrendered before we had them ready! Jeez!
The US and the UK did not deliberately target civilians. Even the infamous Dresden bombing was initially an attack on an important rail hub near the city center.
