Can't help you with the search, but in the gang world, blue is the color of the Crips and red is the color of the Bloods. Joran always wears blue, and he's seen making gang hand signals in many of his photos from websites.
He may be a wannabe, or he may actually be a dealer for one of the gangs on the island.

I thought he wore blue so often because he might have gotten the impression he doesn't look good in earthtones. ;) Or that it was his way of signaling to someone involved in the cover-up, like Clinton wearing Monica's tie.
