If it is to govern, any government must command obedience. So, that must not be the issue. Is it that you believe government may not ever tell you what you may, or may not, ingest?

Does that apply to all issues of public health and welfare?

Yes, that is in fact, the issue...

Is there no limit to which you would be governed and controlled by others?

Is it that you believe government may not ever tell you what you may, or may not, ingest?

It's very simple.. Either you are the owner of your own body, at all times, or you are not.

If you are not the owner of your body, then you are not free.

Why is there an assumption that other individuals (government) should be in charge of what you, a conscious individual, may or may not ingest?

Government is merely a group of other individuals. They happen have the luxury of a gun pointed at you and the threat of punishment if you do not obey..

What exactly makes them right?
