A tariff might have been unconstitutional but that did not prevent the government from enacting a Tariff of Abominations in 1832. This was for the benefit of the New England textile mills. The tariff was put on imported goods. This tariff hurt the South much more than the North because the South imported much more than the North. The South was afraid that the tariff would cause England to buy its cotton from other places. On November 11, 1832, South Carolina enacted an Ordinance of Nullification to nullify the tariff.
