Times have changed (as they always do). When I was in high school I didn't know of a single girl who was even "alleged" to have performed oral sex, let alone any who would even talk about the subject. The topic was left to male fantasies and porn stars. Seems like now days, not only do high school (and younger) girls talk about it, they seem to have no problem with actually performing the deed!

USA hockey rule 616 (a) - (d) specifically outlines "head contact" as either a minor, major or, in the case of injury, major plus game misconduct...
We had hockey cheerleaders for our then D II team back in the day (yeeeehhhaaaawwww). Gave new meaning to the chant Take the puck right down the ice and shoot, shoot.....

There's no doubt that this particular behavior pattern has spread widely on account of one man, bill clinton. I disagree. There is in fact doubt as to whether he is responsible for this. I don't doubt that he brought the issue into greater national prominence, which probably did legitimize it a bit in a lot of kids' minds.
But it's natural that modern kids would turn to oral sex. First off, there is greatly reduced danger from that than from regular intercourse. Second, the girl exposes less of herself--she can keep as much of her clothing on as she wants; women might feel less compromised by giving head than by having straight sex. Third, an increasing openness about all matters sexual has been the trend long before BC got his BJ from ML.
