Another possibility is that the Bush administration is ideologically committed to a hemispheric zone of free movement. Many backers of the FTAA (which the leaders of both parties enthusiastically support, but for some reason keep from the public debate) openly acknowledge that its purpose is to create something akin to the EU here in the Americas. Keeping the border unguarded would fit in with that ideological bent.
