He also slapped tariffs on Japan for dumping on our markets and threatening American jobs. He was a firm believer in fair trade. Actually he got the Japanese to make voluntary restrictions for cars, and I think he only slapped tariffs to protect Harley-Davidson.
Anyway, if you look at Reagan's speeches his core belief was in free trade.

He was a firm believer in fair trade.
He articulated the distinction between FREE trade and FAIR trade on many occasions, in favor of the latter.
