No, it cannot be done. I notice you skipped the reference to the Berlin Wall. And those were Russians and East Germans, who were willing to spend whatever it took to seal that paltry city sized wall. It never worked, it never could work, and god knows 30 odd years of trying by some real totalitarians couldn't make it work. It's pointless to discuss it, IMO.
