I know that it works the other way. Compress snow enough and you get a glacier.
The closest thing would be the snow-making machines for the ski areas, but they currently use water and liquid nitrogen.

I think it's: "the precipitation is changing from ice to snow"... no, that doesn't work either. Often. (sleet to snow? just so we don't get freezing fog -- i *hate* that stuff!)
