Being a student, it's not so easy. Especially with the prices of apartments in a college town - it's outrageous.
My former neighbor, the Texas Highway Patrol officer who rescued Howard from Agnes (long story) said he used to put his betta in a Mason jar and just take it along on vacation!

Las Vegas is not just a gambling spot, but it is also a college town AND a military town, so rents are high (10% discount for military) and pets or kids in the complex are pricey.
College students work for whatever they can get, and in LV, employers are in the know about that. A lot of military work second jobs, so if a person gets fed up and quits, there is always someone else to fill the void.
I believe that "what goes around, comes around" so I try not to get too angry about the situation, but it is hard when you are alone, and trying to take care of yourself.
(Tucson is also a college/military town, but it is not as cutthroat as LV.)
