Most law enforcement in rural areas travel alone. Their back up is their radio.
And most likely, the police wouldn't have responded to a trespassing call, unless the call originated within the confines of a municipality. The Sheriff's office handles calls outside the city limits, except when the calls are hunting related and then they are handled by DNR/Fish & Game or whatever the state title is for the enforcing agency.
Game Wardens typcially do not travel in pairs. State budgets do not allow it, there aren't enough of them to travel together. They are alone, with their radios, just like public safety.
I do not live in Wisconsin, but I understand the ways of rural America, where we are used to taking care of our own problems rather than die of old age waiting of law enforcement officials to respond to our calls.
Much of the disagreement on this thread is a result of people not understanding the rural culture. IMO
