Madison and many others, including John Marshall, were intensely protective of their state/national (back then they meant the same) sovereignty. What is amazing to me is the number Republicans (note: "conservative" <> "Republican") today that side with Soviet mentalities of forced subservience and imprisonment. Nowhere in the federal Constitution is the right to resume self-govenment prohibited, nor has it been delegated to the federal government to prevent it.
