First things first. The owner, friends family, Boston Freepers need to drive around town taking photos of every "unauthorized banner" in town as well as ask the store/restaurant owner if the city has fined them. With that in hand he should tell the city inspector and city hall exactly where to stuff their citation.
Once he appears in court and shows the photos and the statements that he's the only one to get citation --

Are you kidding? In liberal Mass? Remember they're the ones who said denying gays the right to get married was unconstitutional. The guy will be lucky if he's not put in jail for life.

Howie Carr pointed out on his show that just about every saloon within half a mile of the Fleet Center has a "Budweiser Welcomes the DNC" banner out. Besides, I don't think you need a permit for a political banner, only a commerical banner.
