But yesterday, a city inspector stopped by and slapped Halftime Pizza with a citation for hanging an unlicensed banner.

I understand now, and I do think it makes sense whether he is a soldier or not.
What he is saying is "I'm going to make us lose the war? The men who are fighting this war do far worse than what is shown in this poster. Are they going to make us lose the war?"
Nowhere in the post does he refer to himself as a soldier, and that is the most important factor here.
You have to be a soldier to understand the habits of soldiers?
