I guess we could not evacuate NYV- BUT- if we could get a good fix on the targets- people could at least be removed from those areas. And there are a number of old Civil Defense shelters throughout the city. Even the subways might provide some form of shelter. I just can't stand the thought of all those people getting hurt/killed/vaporized. Think of the tiny babies? The little children in school? The elderly, the lovers--there simply must be a way to provide at least a modicum of protection...
