I tend to think it would be more conventional - large explosive devices in SUVs, vans or delivery trucks. Destroy the infrastructure (and the economy) by hitting train stations, tunnels, ferries -- all exits out.
I agree- I don't think they would waste 13 nukes on one city---maybe one or two of the targets are to be nuked- but IMO the other targets would be hit conventionally
