Yes, unfortunately, it is.
When I was in Las Vegas, I was living in a drug/gang-infested area, and there was an attempted execution in my front yard. They made the boy kneel and shot him, but his skull was pretty thick, so instead of killing him, they turned him into a vegetable.
I couldn't get out of there fast enough. And no one would give up the shooter...
That's pretty much how it is.
People either "don't want to get involved" or they "are afraid" and don't want to get hurt.

That kinda thing wouldn't happen in my yard. Goes double if I'm home. Oh... there might be bodies lying around afterwards, but its not likely anyone would miss them much.
