Illinois is not asking Congress to prove an act.Yes they are. They can't run the pilot program until Congress decides how it's to be done.

They can't run the pilot program until Congress decides how it's to be done. Congress does not decide how such things are done. Administrative agencies, such as the Food and Drug Administration do that.
