Treat illegal employment like they treat tax evasion or OSHA violations. Make it unprofitable so that honest businessmen who follow the law might have a chance to stay in business. As it is now the corrupt who recruit in Mexico have a distinct advantage --- they can pay dirt wages, have taxpayers subsidize their labor costs so they can make a high profit AND put the honest guy out of business.

And this would be my guest worker proposal. If a company actually cannot find laborers --- such as farm hands --- after honest recruitment efforts were made --- such as recruiting in low income neighborhoods and inner cities --- so that Americans really had a chance to prove they didn't want the job (which is not the case now), then guest workers could be bused or flown in from Mexico, be put up in temporary migrant housing provided by the employer, when the season is up or the project is complete, then they are bused or flown back home. The families stay in Mexico where educating the kids and providing health care is far more affordable and the responsibility of the Mexican government. The worker goes home with their paycheck and has an opportunity to invest in and build up his own country.
