My concern would be the slow economic downturn of the illegals finacial situation. This would prompt crime, thefts, robberies and muggings, I fear.

By announcing what the rules are up front, they would know that if they expect to be able to export their belongings, stolen goods could not be included.

I did. The forfeiture of employer assests could be phased in over a 3 year period of time. That would allow the Bush guest worker plan to be implemented. At the end of that time if you employed someone without the card, lose your hotel, dairy, factory, farm, etc. The current plan is all carrot, no stick.
