As I recall from what I heard of Bush's talk on this, It is a proposal only. No exec order or anything. Congress has an idea laid out before it on which to act, including making changes as it sees fit.

You should listen to the speeches that he made in Monterrey Mexico, at the Summit of the Americas yesterday. You will see what the white house tells the American people, and the things they tell the rest of the world are completely different.
He began one speech by addressing the audience as fellow "citizens of the world". Now where have we heard that before? He also pledged to help "our" citizens meaning the citizens of the 34 members 'states' of the OAS, organization of American States. The OAS is set up to be our new 'congress' once all the borders are opened and US sovereignty will be a thing of the past. Everything that was said at the summit, everything the white house is trying to do right now is the effect of business interests running the government and citizen rights (US citizens) being removed or ignored. These are not benign activities to help keep America great, they are calculated activities by international business interests to remake the world into global socialism and transferring the customary powers of citizenship to the corporate interests that set up the Summit of the Americas and the OAS.
