Technically, yes...but, we don't know if M&P could have just hid from the Uruk-Hai, like they had done before they saw Frodo.
But...I do give him credit for sounding the Horn of Gondor, and drawing the enemy away from Frodo's position.
I think his father put too much pressure on him. If he were around today, he'd be in therapy. LOL
