This is 2015. Why does The Biden Presidential Library have to be a building in a single place? The modern βlibraryβ would be an on-line repository, searchable from anywhere in the USA, and from anywhere in the world. And it could be powered by wind farms, or solar panel fields, or wave power from the Atlantic Ocean. Remember that modern eco-servers sip power, so that the entire library would require less power than a single house.
The actual paper can live in the National Archives.
