All fair points,
As to Russia cutting military, is that something you do if you fear the expansion of NATO as a threat during that time?

Putin needed the time to build, hitler expected to start the full scale war in 1945 6 years after it did start.

Yes we will see

While it’s obviously true that NATO was adding country after country, if you look at troop placements and military spending, they certainly weren’t posing a direct threat to Russia, not to mention Finland not joining NATO.

But Ukraine was TOTALLY DIFFERENT. The Ukrainian army was about 500,000 men, close to the size of Russia’s entire military, and they were starting their moves into the rebel-controlled Donbass region, by shelling like crazy. So, for Putin, it was either abandon the 6 million or so Russians living there (along with Crimea and its military bases, next), or act...so he acted. The Ukrainian military buildup (much of which Trump financed, by the way) was far quieter than the European countries joining NATO. In fact, I don’t even remember Russia complaining about it, prior to late 2021. So it’s quite possible that Russia didn’t perceive the threat, or at least underestimated it and thought they could handle anything that Ukraine threw at them...hence no buildup, but then, when the war started, virtually everything that NATO had got thrown into Ukraine, along with Finland joining NATO, along with Europe agreeing to massive defense spending increases...so yeah, Russia now looks threatening, but it wasn’t always that way, not by a long-shot.

Or maybe the other way around, since Putin now has nuclear subs within 150 miles of Florida, in the Caribbean, and no plans for them to leave for months.

So, both sides having some fun with their nuclear assets.
