I reside in desert country
New Mexico. I’ve literally
thousands of outings logged
in four-wheeling expeditions,
and can say that close
encounters with baby bunnies
is not a rare circumstance.
I’ve had them come out of
any bushes they were hiding
in only to sun and preen
themselves right next to me.
Same with rattlesnakes. But
the bunnies never met the same
fate as the snakes.
This guy who maliciously
killed a baby bunny should
have at the very least,
skinned and made a meal out of
it. Wonton waste is
unforgivable.

It's quite possible this officer was raised in a rural family in a culture steeped in a cultural antipathy for wild rabbits, ground squirrels, etc. Hence, this wantonly cruel behavior, while problematic in a police officer, is at least understandable. So before you project your urban sensibilities and demand this person be deprived of his livelihood or even be injured in like manner as punishment, consider well how he might have arrived at such behavior. It may be more complicated than you realize.
It's not that he killed the rabbit, who cares. The problem comes in where he promised he wouldn't then did, where he threatened his fellow officer just to get the rabbit, and the pleasure he takes in doing all this.
Everyone I know in rural areas (and even the squirrels/rats in the suburban area) certainly hate the rodents of all kinds, but it's a practical annoyance getting rid of them, not a sadistic pleasure.

When directed against an innocent rabbit yes, when directed at its defenders' emotionalism, not so much.
