A key question can be, who will they siphon off more votes from, Republicans or Democrats?
Musk supposedly wants to run candidates in swing congressional districts.
Doesn't really matter who they pull more from, it'll be a success if they just pull enough from the middle of both parties to where neither Repubs nor Dems can get majorities, leaving the two or ten or so of them as kingmakers. Instead of Manchin/Sinema/Murkowski/Collins/etc calling the final yea/nay needed, it'll be Musk's party that decides what passes or doesn't.
