A lot of towns in New England will have a "Town Farm Road"....which would lead to the Town Farm. (poor house)
They would have town owned property with housing, barns, fields and animals.
The residents who lived there would work on the farm and grow their own food. This gave them work ethic and a little self esteem so they may be able to go out and find a real job.
Looks like our forbears had a good handle on the homeless situation.
