No, Roberts joined the libs on the court, but had a different justification that the penalty was a tax on what wasn't purchased. Because he was Chief Justice, he declared his opinion the main opinion, even though he wrote only for himself. Ginsburg wrote for the libs, Breyer, Sotomayor and Kagan. So, no one else on the court agreed with Roberts. Scalia, Kennedy, Thomas, and Alito all dissented.
