The U.S. Census Bureau conducts more than 100 surveys of households and businesses across the
nation, in addition to the decennial census conducted every ten years.
Units located at Vantage Med Center have been selected for an important national survey. The
Census Bureau interviewer assigned to this address has not been able to contact the occupant(s) at:
• 1911 Holcombe Bld, Apt 808, Houston, TX 77030
• 1911 Holcombe Blvd, Apt 2209, Houston, TX 77030
We are asking for your help to:
• determine if the selected address is vacant or for seasonal use, and/or
• grant our interviewer access to this property so that an interview can be conducted at the
selected address.
Our field representative Denise Purdie is available for contact at 713-723-5077. Denise Purdie will visit
this property to obtain this information and has an official government photo-identification card. Or
you may call the Census Bureau Regional Office at 720-962d-3780 to learn more about the survey.
Congress considers Census surveys to be extremely important and has included in the Census law (Title
13, U.S. Code), an amendment that deals with refusals by owners, managers, etc. to assist Census
employees. Title 13, Section 223 also states that any owner, proprietor, superintendent, or agent who
refuses to grant access can be fined up to $500.00 (a copy of Title 13 Section 223, is enclosed for your
information).
I ask for your cooperation and trust you will extend to our U.S. Census Bureau employee the courtesy
of accessing this property.

Each year, the federal government distributes trillions of dollars based on data from the U.S. Census Bureau. These
dollars support programs in your community like health care, nutrition, highways, housing, school lunches, childcare
and so much more. It’s critical that the data used to make these decisions represent your community.
If a Census Bureau field representative visits your property to conduct a survey, please provide access and assistance
in making contact with the household members. You can identify Census Bureau field representatives by their federal
identification badge displaying their picture and their agency branded laptop. To verify their employment, enter their
name on the Census Bureau’s Staff Directory or call 1-800-852-6159.
Local Census Bureau field representatives work every week of the month visiting selected addresses throughout
Texas. They’re conducting demographic and economic surveys year-round to measure changes in population and the
economy across the country. Al information collected through a Census Bureau survey is kept strictly confidential.

§221 Refusal or neglect to answer question; false answers.
Whoever, being over eighteen years of age, refuses or willfully neglects, when requested by
the Secretary, or by any other authorized officer of employee of the Department of Commerce
or bureau or agency thereof acting under the instructions of the Secretary or authorized
officer, to answer, to the best of his knowledge, any of the questions on any schedule
submitted to him in connection with any census or survey provided for by subchapters I, II,
IV, and V of chapter 5 of this title, applying to himself or to the family to which he belongs or
is related, or to the farm or farms of which he or his family is the occupant, shall be fined not
more than $100. (b) Whoever, when answering questions described in subsection (a) of this §,
and under the condition or circumstances described in such subsection, willfully gives any
answer that is false shall be fined not more than $500. (Amended by Title 18,§ 3559 & 3571)
§222. Giving s u g g e s t i o n s o r i n f o r m a t i o n with i n t e n t to c a u s e i n a c c u r a t e e n u m e r a t i o n
of p o p u l a t i o n .
Whoever, either directly or indirectly, offers or renders to any officer or employee of the
Department of Commerce or bureau or agency thereof engaged in making an enumeration of
Population under sub charter II, IV or V of chapter 5 of this title, any suggestion, advice,
information or assistance of any kind, with the intent or purpose of causing an inaccurate
enumeration of population to be made, shall be fined not more than $1,000 or imprisoned not
more than one year or both

§223. Refusal by owners, proprietors, etc., to assist census employees.
Whoever, being the owner, proprietor, manager, superintendent, or agent of any hotel, apartment
house, boarding or lodging house, tenement, or other building, refuses or willfully neglects, when
requested by the Secretary or by any other officer or employee of the Department of Commerce
or bureau or agency thereof, acting under the instructions of the Secretary, to furnish the names
of the occupants of such premises or to give free ingress thereto and egress there from to any
duly accredited representative of such Department or bureau or agency thereof, so as to permit
the collection of statistics with respect to any census provided for in subchapters I and Il of
chapter 5 of this title, or any survey authorized by subchapter IV or V of such chapter insofar as
such survey relates to any of the subjects for which censuses are provided by such subchapters I
and ii., including, when relevant to the census or survey being taken or made, the proper and
correct enumeration of all persons having their usual place of abode in such premises, shall be
fined not more than $500. (Amended by Title 18, 3559 & 3571)
§224 Failure to answer questions affecting companies, businesses, religious bodies, and
other organizations; false answers.
Whoever, being the owner, official, agent, person in charge, or assistant to the person in
charge, of any company, business, institution, establishment, religious body, or organization
of any nature whatsoever, neglects or refuses, when requested by the Secretary or other
authorized officer or employee of the Department of Commerce or bureau or agency thereof,
to answer completely and correctly to the best of his knowledge all questions relating to his
company, business, institution, establishment, religious body, or other organization, or to
records or statistics in his official custody, contained on any schedule or questionnaire
prepared and submitted to him under the authority of this title, shall be fined no more than
$500: and if he willfully gives a false answer to any such question, he shall be fined not more

It isn’t about being trusting, it is about being bold and owning your space, and about being there if someone needs your help also, we have to live and own our lives, and for God’s sake own and run our own front door.
If someone is a little old lady or badly disabled that is one thing, but for the males, own the space, be there, handle a knock at your front door.
As my wife was agitated, I didn't do the usual cold-blooded in retrospect checks like photographing her ID. However, I did look her up on the Census Bureau's website, and she wasn't there. However, if my net research (LinkedIn) found the right person, she's a real estate agent who is side-gigging this survey, likely a part-timer.
As far as the survey itself goes, It's pretty annoying, in part because it looks like it's an excuse for the government to collect data to decide which underserved communities to throw money at. There are questions about internet access, fuel costs, home ownership, employment, and income. Screw dat.

Another curious tidbit: If they show up, they are supposed to first show you the survey letter they previously sent you that you didn't reply to. I use a PO Box, and they don't mail to PO Boxes. So, she didn't present the letter I hadn't responded to, which is a breach of procedure (didn't know that in the heat of the moment). But, also, there was no way for me to receive this letter anyway, LOL.
My take is even you are packing heat, you don’t answer/open the door at 2 AM for someone you don’t know...

If some pest were on my doorstep and I had to leave, I’d just brush past them, maybe telling them I’m not interested. (Of course, I tend to leave out of my garage and down the driveway which I believe would also send that message.)

They at least used to do that for their economic surveys. Incredibly persistent.

I’ve heard of and have personally received comprehensive Census Surveys in the mail during mid cycle.
They are accompanied by some rather threatening language that participation is mandatory. I threw them out and never received any kind of follow up by mail or in person.
As mentioned upthread it is the “American Community Survey” run by the Census Dept.. (3.5 million 100+ question surveys sent out annually). I am currently targeted too...I am ignoring them/their mailings...expecting a census dept. rep. to come by due to my “inattention”. Your response is “required by law” but no prosecutions known to date. I have the letter available at this website handy to give the census rep. if/when they show up (before closing the door on them):

LOL, you went personal, and I don’t what bossy yankee was supposed to mean.
Of the five decennial censuses since I moved out of my parents’ house in 1973, I’ve only answered one, in 2010, and that was only to say that two adults lived in the household. Some woman came by a few weeks later, but my wife politely told her that we had answered already and to go away. She went away, and that was that.
For every other census, I’ve been working away from home, or in the process of moving, and they just never seemed to take the trouble to find me.
The census is pretty much meaningless anyway as long as it counts illegal aliens.
