The brilliant result would be Russia responding by destroying Ukraine's electric grid. As would dropping a bomb on Zelensky.
And, now, virtually anything Russia does is justified.

Any Navy ship, top water or below, and anything that flies, become easy and accessible targets to be destroyed or severely damaged from a distance and at a low cost!
Naval ships? Not really - it takes a good bit to punch a hole in them that's actually serious. Not to mention finding them and having drones with sufficient range. Those will need to be pretty big. Aircraft though, yup they're very thin-skinned and easy to take out of service.

I wonder what the DIA contingency plan is for a high yield 10 megaton burst 200 miles over Kiev, right in the middle of peace negotiations tomorrow.
Nobody is killed outright but everyone is sitting in the dark because of EMP, no command & control. How gnarly would that get?
