( buried and hidden in 1000s of pages)

the original larger foundational WHO treaty we DID ratify and signed. .

It wasn't a stand alone treaty.

and since the large foundation treaty used an “ opt out “ clause, that part wasn't considered a separate treaty that had to be ratified.
