2) Why didn’t the interior sniper who got locked out just ask the officer who was on the first floor to let him in, instead of calling the one on the second floor?

He forgot to get his badge according to him. He went in with his co-worker on their badge. He went outside for a reason I don’t remember.

The Greg Nicol character appears to be the perp. In my wildest dreams the guy who owns the motorcycle is a white hat and the bike is equipped with a camera that covered the door since it otherwise appears that Nicols was in the perch at the time of the shooting and then came out afterwards. The rifle handoff is also super sketchy.
