Your wording makes it clear that you are talking about Biden resigning as President (as per the 25th Amendment), and Harris succeeding him - not about Biden deciding to not run for a second term, and Harris becoming the new Dem. candidate.
In that case, I would ask you to please cite the passage in the Constitution that expressly prohibits a sitting President from filling a vacancy in the Vice Presidency with a person from his/her own state.
