Funny. I was living just across the river from D.C. right after Brown vs Board of Education had ended segregated schools.
That basically emptied Washington, DC of white families with school aged children, except for the wealthy private school crowd down in Georgetown.
The liberal High Priests of SCOTUS spoke, but their unenlightened subjects voted with their feet and headed for the Maryland and Virginia suburbs.
Liberals and leftists have always been about compulsion. Some of us can remember those pests spouting “You can’t legislate morality!” but that’s exactly what they have always been trying to do.

Then the “rulers” look around and say “we never saw it coming because nobody told us”.

The mere mention of the words “school desegregation” is probably good for a twenty percent drop in property values—implementation another twenty percent drop.

All it takes is ONE kid who chooses to act up, (and which the administration is afraid to remove) to make education STOP for everyone else.

Oh yeah, my high school BFF lived in NW DC after college when she was single. She and all of her friends were all white dyed-in-the-wool Democrats.
This will not bring up the low achievers with dysfunctional families; it will just bring down the higher achievers.

But they don’t give up. They just come up with new plans for compelling the wily serfs to obey.
In this case it took about 15 years for the ruling class to invent “forced bussing”. Your kids were their pawns, to do with as they pleased.
You only thought you were free. Instead government social engineers took possession of your kids and forced them into unsafe environments that everybody hated.
Integrate them as even liberals should not be allowed segregated schools, especially in DC.
Most folks in these parts figured out home schooling years ago—public schools are child abuse.
