Fixed that for you. It’s unconscionable. There will be unconstrained spending for two years. It locked in the pandemic budget of $6.5 trillion per year, even though none of that money should have ever been spent. $6.5 trillion is now the base. It is only upwards from now on. Every Republican voting for the elimination of the debt ceiling needs to be destroyed. That leaves about 20 from the Freedom Caucus remaining in Congress.

Massie is claiming it's unconstitutional: "The Constitution says the House may make its own rules but we can’t violate other (later) provisions of the Constitution. A $16 million fine is a violation of the 27th and 8th amendments."

(Which is a laughable statement in and of itself, given how much Congress violates the Constitution on a daily basis.)

If Massie were in front of me, I'd ask these questions:

1) Is levying a fine somehow beyond the scope of punishing Members for disorderly behaviour?

2) What definition of "excessive" are you using vis-a-vis the 8th Amendment with regards to the fine?

3) Would this hypothetical censure and fine of Schiff be considered a "law varying the compensation for the services of the Senators and Representatives" vis-a-vis the 27th Amendment?
