They don’t require annual inspection but pretty sure cops can pull you over and declare a vehicle unsafe at any time
IMO, Texas went too far when it linked the state vehicle inspection system with the vehicle registrations. The result is now vehicle year-model driven, with an OBD computer scan being mandatory on cars so equipped.
Lots of cars can't "pass" a state inspection because their owners are waiting months to get the parts needed to extinguish the "Check Engine Light". Therefore, they can't proceed to re-register the car for the coming year. Some beancounter probably raised the alarm over drop in registration payments.
Perhaps the *emissions* inspection should be removed from the Texas process. The damned CEL is mostly to tell you that something related to emissions control needs service, not that there's an unsafe condition. Keep the safety inspection part (tires, brakes, wipers, horn, etc.) and let people proceed with their registrations based on that.

Since the 20’s, people did their own inspections. If the car was NOT road ready, people fixed the issues and made it road ready! Like somebody else said, it is just a money grab by the state governments. They should have added, that emission inspections be eliminated.
I think they can still pull you over for driving a junker.
You can’t re-register your car until it’s passed inspection.
Vehicle inspections are racist.
In my blue state, democrats love their vehicle inspections which are just about guaranteed to add $1500 to the price of an older cheap used car, thus keeping poor and poor minorities out of the America as n dream.
In Illinois, the 6-county area around Chicago requires emission inspections. I now live 6 miles outside that area, so it’s been years since I needed to go through that.

I used to do vehicle inspections when I worked as a mechanic. It's a money grabbing scam, it makes nothing any safer. The amount the mechanic made from doing the inspection was so low that we didn't actually look at anything, no one is going to put a vehicle on a lift and check tie rod ends when they're making $5, it's not worth the time. The real reason for it was the state made $50 if you were caught with an expired inspection sticker, which was very easy to let lapse. Thank God they did away with that BS.

Texas probably ALREADY has very high rates.
Renewed 21 May for 6 months: $2634 for 2001 and 2017 autos.
Had same agent and company for 25 years, with NO claims filed.
Reason for the high rates = accidents in the DFW area of Texas. Rural residents are probably much lower.
I'd add headlights, brake lights, and turn signals.
But that's it.
I watch the "Just Rolled In" channel on YouTube. Basically, it's a mechanic documenting the horribly unsafe cars that come into his shop, the criminally bad work by other "mechanics", and the stupid and dangerous stuff that owners do to their vehicles. Here's a sample...

Yeah, I don't like mandatory inspections, but I always take care of my vehicles. But many people don't, and even when their vehicles are showing unmistakable symptoms of major problems, they keep driving them.
Mississippi did it a few years ago - I haven’t seen any problems caused by it and there’s a lot less hassle trying to find a place to do the inspections...

FR can be a bizarre place sometimes. People supporting more Government hassle. And it is people on their phones that are causing most of the accidents these days. Not bald tires or bad brakes or wind shield wipers. Everybody is on their phone and that is why I no longer ride a motorcycle.
