No ... I mean that The President can’t hide behind advisers, lobbyists, and bureaucrats. He has to take responsibility for the decisions made by his underlings, in this case the BATF. Re-read post #4, to which I responded, and you will understand.
As an aside: TELLING someone what he means, rather than ASKING, is more than a bit arrogant.
Re: 4 - Eh. Using this line of reasoning, a President could slough off any responsibility by claiming an advocacy group advised him to do this or that.
President Trump directed that review be done. That was his agency. And his decision to request that review.
