The local city here rents huge steel plates from the steel yard to cover up construction and service trenches. Most likely it was some union shop that was paid per day for not completing the project in a timely manner.

The utility workers should be putting plywood over the hole, when they aren’t working on it so cars don’t lose their frames driving over it.

Plywood, my hairy purple donkey. The correct item is a steel trench plate for temporarily covering excavations.
