VDH has been railing about this for ten years or more. It is WAY past due to break up these highly destructive cozy relationships, sinecures, and ways of doing business and governance.
And we need to anticipate how they will make their end-runs around the new rules and close those doors before they exploit them.

1. None of them are eligible for anything for 10 years. Exception to that rule, case by case basis, if they are DIRECTLY involved in some type of legitimate, life saving, life changing research and are at the work site EVERY day that work is being performed and, demonstrably, participating in the research and development. Weekends and holidays off, of course.
2. Each company will provide, in writing and after review, why they need ????? to have a TSSCI. If they say that he/she has demonstrated exemplary leadership skills, given that they were a General/Admiral/Director, not seeing where having a TSSCI is needed. Let them lead the company.
But who does the reviews and grants the exceptions? If they are part of the old crony network, the reviews, exceptions and approvals will all be rubber stamps.
