While I agree that bribing people in FIFA and the EU costs a pretty penny, Cutter does have a large LNG export terminal. The question will be who gets their gas, as China and the Third World are FAR MORE reliable than Europe, as they answer to Greta, and Greta is making them soon end all fossil fuel use.
