With absentee voting, you can vote early at your municipal clerk’s office before Election Day, or receive your ballot by mail and either mail in your completed ballot or drop it off at your clerk’s office or polling place or absentee counting location.
Any qualified elector. A qualified elector is a United States citizen, 18 years of age or older, who has resided in the district in which he or she intends to vote for at least 28 consecutive days. The elector must be registered in order to receive an absentee ballot.

Every few years Chicago gets worse than it was before - a process going on for decades. I lived there in the early 60’s... It was a whole lot better then than it is now.
